JOINT FIRE SUPPORT EXECUTIVE STEERING COMMITTEE (JFS ESC) ACTION PLAN MEMORANDUM OF AGREEMENT 2004-01

JOINT TERMINAL ATTACK CONTROLLER (JTAC) (GROUND)

1. Purpose:  Identify minimum training and performance standards for JTAC certification and qualification, address 2003 United States General Accounting Office (GAO) recommendations and 2007 Bi-Strategic Analysis and Lessons Learned (BALL) report to prepare terminal attack controllers to operate in a joint/multinational environment.  This Memorandum of Agreement (MOA) also provides for the participation of Partner Nations in order to standardize JTAC certification and qualification requirements with  multinational military forces.
2. Background:  JTACs are a forward element of the theater air-ground system (TAGS) and must be organized, trained, and equipped to operate within a joint/multinational force construct. A JTAC is defined as, “A qualified (certified) Service member who, from a forward position, directs the action of combat aircraft engaged in close air support and other offensive air operations.
3. Scope: This MOA aims to standardize JTAC training by defining the certification and qualification process.
4. Responsibilities: Signatories who train JTACs will ensure formal schools and training organizations comply with the certification requirements set forth in this MOA, that JTAC training programs comply with the qualification process as outlined in this MOA, and are in accordance with applicable national laws, regulations, and policies. Additionally, Signatories will ensure JTAC trainees and JTACs are capable of performing all tasks identified in the JMTL during their certification and maintain identified qualification requirements.
5. This book is a "mini" (half the size of a regular piece of paper) size - A popular size to carry anywhere (briefcase, large pocket, purse) but the print is large enough for easy reading. Coil binding is used to allow for easy page flipping with no binding.
