Unconventional Warfare at the Combined Joint Special Operations Task Force Level
Dated 9 April 2021
ATP 3-05.1 provides the current United States (U.S.) Army special operations’ framework for conducting unconventional warfare (UW) operations at the combined joint special operations task force (CJSOTF) level. ATP 3-05.1 describes UW in the context of the joint force commander’s (JFC’s) campaign plan, CJSOTF command, and staff resistance-specific responsibilities for UW and unified action resistance-specific participation.
The principal audience for ATP 3-05.1 is commanders, staff officers, and operational personnel at the Special Forces Group Airborne (SFGA) and theater special operations command (TSOC) levels. This publication is specifically for SF Soldiers; however, it is also intended for Army-wide use to improve the integration of SF into the plans and operations of other special operations forces (SOF), conventional military forces, and unified action activities.
ATP 3-05.1 applies to the Active Army, the Army National Guard or Army National Guard of the United States (ARNG), and the United States Army Reserve (USAR) unless otherwise stated.
ATP 3-05.1 is the Army’s doctrinal foundation for UW execution at the SFGA-level when functioning as a CJSOTF with UW responsibilities. ATP 3-05.1 is intended to be of practical value to SF Soldiers and commanders at the U.S. operational level and concentrates on how a JSOTF works effectively with both regular and irregular combined partners.
ATP 3-05.1 consists of five chapters and seven appendixes that are summarized in the following paragraphs.
Chapter 1 provides a brief overview of UW and enduring principles that guide it, sets UW within the context of national policy, and examines UW as a viable policy option. The chapter places the CJSOTF in the larger context of theater strategy, JTFs, and the hierarchy of SOF command relationships. The chapter then identifies a variety of main or supporting effort configurations based on the relative priority of UW to the overall campaign.
Chapter 2 details the resistance-focused roles and responsibilities of the CJSOTF commander, command team, and the CJSOTF coordinating staff.
Chapter 3 describes the resistance-focused roles and considerations of the CJSOTF special staff.
Chapter 4 highlights the resistance-focused roles and responsibilities of the CJSOTF personal staff and headquarters (HQ) commandant.
Chapter 5 examines the resistance-focused roles and responsibilities of interagency, joint, combined, and multinational staff at the CJSOTF level.
Appendixes A–G describe the following topics in greater detail:
- (A) Special Activities Support to the Combined Joint Special Operations Task Force.
- (B) Consolidated List of Service Component Unconventional Warfare Capabilities.
- (C) Resistance, Support to Resistance, and Unconventional Warfare.
- (D) Revolutionary and Insurgent Warfare Analysis.
