1. Purpose

 

This publication provides strike coordination and reconnaissance (SCAR) multi- Service tactics, techniques, and procedures (MTTP) for coordinating interdiction. The end state is a streamlined interdiction process that meets the commander’s intent by providing executable tasks to exploit and destroy targets. This publication serves as a reference for planners, and a checklist for operators to execute SCAR missions.

2. Scope

This publication describes tactics, techniques, and procedures (TTP) for tactical level planning and execution of the SCAR mission, and addresses operational considerations for effective application. SCAR interdiction assets include fixed-wing (FW), rotary-wing (RW), and surface-to-surface fires.

 

3. Applicability

 

This publication applies to operational and tactical-level planners and operators. This MTTP publication is intended as a reference document for mission planning and execution of SCAR missions with allied, coalition, and multi-Service forces.

 

SCAR missions are flown in a specific geographic area and are elements of command and control (C2) used to match weapons effects with targets per the supported commander’s prioritized target list through proper real-time allocation of interdiction assets. A SCAR mission is designed to effectively and efficiently destroy targets and conduct associated battle damage assessments (BDAs).

Specific focus areas of this publication include C2, planning, and execution for engaging interdiction targets.
